The NDA acts as the interface between governments and GCF. It is the first point of contact for any enquiries about GCF.

It is responsible to:

 

  • Nomination DAE entities for GCF Accreditation
  • Provide no-objection for submission of readiness proposals, concept notes, project preparation facility applications, and funding proposals.
  • Approve GCF report submission for readiness proposals (by Delivery Partners) and approved projects (by Accredited Entities).

 

The Accredited Entity (AE) acts as the project manager. It submits concept notes, project preparation facility applications, and funding proposals.  It oversees implementation of the project, is responsible for GCF reporting, and manages GCF funding resources for approved proposals. 

The Executing Entity (EE) implements the project post funding approval. It is monitored by the AE. 

GCF has different project size categories. GCF funding by project size varies and is dependent on each individual project review. 

 

To date, GCF has not defined any country-specific allocations of resources. The Fund seeks geographical balance.

 

 GCF reviews each project individually. Co-financing by AEs, private sector, governments, and other institutions is strongly encouraged to support bankability. 

 

Partner with an AE in Jordan that has an Accreditation Master Agreement.  Discuss the project idea with the NDA and ensure alignment with national strategies, to gain no-objection.  Develop concept note or funding proposal in GCF template with AE and submit to GCF for approval along with no-objection letter. 

 Only Accredited Entities can receive GCF project funding. However there are some AEs that are government institutions in some countries.  The role of the AE is to oversee, supervise, manage and monitor their GCF-approved projects and programs.

The Readiness and Preparatory Support Program (the Readiness Program) supports country-driven initiatives by developing countries to strengthen their institutional capacities, governance mechanisms, and planning and programming frameworks towards a transformational long-term climate action agenda.

Up to USD 1 million per country per year may be provided under the Readiness Program. Of this amount, NDAs or focal points may request up to USD 300,000 per year to establish or strengthen an NDA or focal point. Up to USD 3 million per country can be requested for the formulation of National Adaptation Plans (NAPs) and or other adaptation planning processes.

GCF seeks to have an impact within eight mitigation and adaptation result areas. We are also committed to achieving a balance between funding for mitigation and adaptation initiatives.

GCF funds mitigation, adaptation, and cross-cutting (blended) projects. In 2020, the Board agreed on updated portfolio targets and allocation parameters to guide investments for the GCF first replenishment programming period (2020-2023). Maintaining a minimum allocation floor of 50% of adaptation funding for developing countries that are particularly vulnerable to the adverse effects of climate change, including SIDS, LDCs and African States, taking into account their urgent and immediate needs.

 AEs can present concept notes to GCF anytime. NDAs can also submit concept notes to GCF for technical review.  Additionally, there are regular Requests for Proposal published by GCF which are focused on specific themes.

 To ensure that AEs are fit to provide rigorous supervision, management and monitoring of projects, applicants for accreditation go through a rigorous process. Institutions need to prove their capabilities to financially manage the projects and to safeguard funded projects and programs against environmental or social harm. Institutions can apply for different accreditation levels: they can apply to get funding for micro, small, medium or large projects and for projects with low, medium or high environmental and social risks.
